Mission Statement
It is the Mission of the Boyd County Detention Center to serve and protect the Boyd County Community. We accomplish this by securely holding persons who are determined by the courts to pose a threat to public safety. We pledge to provide all those we hold a safe, sanitary, and secure environment. We are also committed to giving every prisoner the opportunity to return to society in a healthier condition both mentally, physically and educationally by providing 24-hour health care, educational programs, work programs, addiction programs, and access to religious programs
Jailer William D. Hensley
Jailer Hensley assumed office as Boyd County Jailer on December 3, 2018. Prior to this role, he dedicated over 24 years to the Ashland Police Department, retiring as a Major. He is a graduate of the FBI National Academy Session #244 and holds a Bachelor of Science in Justice Studies from Georgia Southern University and a Master of Science in Legal Studies from Pennsylvania Western University (formerly CALU).

Facility Information
General Information:
The Boyd County Detention Center, located in Catlettsburg, KY, is a 206-bed jail comprising two sections: the original jail constructed in 1991 and an addition built in 2006, which more than doubled the available beds. It serves as a full-service facility, accommodating pre-trial inmates, final sentenced county inmates, and state inmates for the Kentucky Department of Corrections.
Visitation:
Friends and family of inmates can conduct video visits on tablets in inmates' cells from 0800 to 2300 daily. Inmates receive 30 minutes of free video visit time weekly (resetting on Sunday evenings), except when disciplinary penalties are imposed. After exhausting the free time, additional visits can be scheduled, incurring a charge of $0.25 per minute. Visits can be arranged through GTL's website (www.gettingout.com). Home visits require a GTL account, a device with a camera, and a stable internet connection.
Extra Clothing:
No clothing items are accepted for incarcerated individuals due to concerns about smuggling contraband. Inmates can purchase necessary clothing items, including socks, undergarments, and t-shirts, from the commissary.
Indigent Supplies:
Inmates unable to afford hygiene items and writing supplies will receive these items free of charge, adhering to Kentucky Jail Standards.
Phones:
Newly admitted inmates can make a reasonable number of local or collect long-distance calls to attorneys or family members promptly. Inmates in housing units have phone access from 0800 to 2300, excluding those in isolation cells for disciplinary reasons. If receiving harassing calls from an inmate, block calls by following the prompted number or contact Lt. Cooper at (606) 739-4224.
Medical Services:
Inmates have 24-hour access to medical services, including dental care and mental health services. These services come with no associated costs. No prisoner will be denied medical, mental, or dental care due to an inability to pay.
